Authorizes courts to decree forfeiture of retirement system benefits for state or county employees convicted of employment-related felonies, including interest, account balances, pensions, annuities, and retirement allowances.

Designated beneficiaries may still receive benefits upon the member's death unless they were also convicted of a felony based on the same circumstances.

Defines "employment-related" felonies to include crimes using official position, state/county resources, bribery, embezzlement, theft of public property, and felonies against persons in the employee's custody or supervision.

Requires the retirement system to comply with court orders reducing, suspending, or denying payments, without investigating the order's propriety or recouping payments made before receiving the order.

Becomes effective January 1, 2050, contingent upon ratification of a constitutional amendment authorizing courts to order withholding of public employee benefits for employment-related felony convictions.
