Prohibits driver's license and vehicle registration restrictions for unpaid monetary assessments imposed under chapter 291D (traffic infractions) for citations issued on or after November 1, 2020

Allows persons currently prevented from obtaining or renewing a driver's license or vehicle registration solely due to unpaid traffic-related monetary assessments to petition courts for clearance

Removes the "stopper" authority that allowed courts to restrict driver's licenses and vehicle registration for non-parking traffic violations, effective November 1, 2020

Exempts suspensions related to excessive speeding, lack of motor vehicle insurance, and non-compliance with child support orders from the prohibition

Takes effect upon approval, with main provisions becoming effective November 1, 2020, allowing courts a transition period
