• Expands conditions for restricted driver's licenses to include applicants needing medical treatment, transporting minor dependents to school, or enrolled in educational/vocational programs with court approval.

• Grants judges discretion to adjust fines and fees for traffic violations and motor vehicle insurance violations based on individualized assessment of the person's ability to pay, including options to extend payment, reduce installments, or revoke fees in whole or part.

• Allows Hawaii residents to pay motor vehicle registration taxes and fees on a biannual basis in two installments every six months with no additional interest charges.

• Increases imprisonment credit for contumacious nonpayment from $25 per day to $50 per day and limits delinquent vehicle tax to current year plus one year of unpaid tax.

• Removes storage and seizure costs from amounts required for vehicle redemption after seizure and reduces delinquency penalties by half for those paying biannual registration installments.
