Establishes a state YouthBuild program within the Department of Labor and Industrial Relations to assist non-profit and public entities in applying for and qualifying for federal YouthBuild grants.

Authorizes the department to award grants to eligible non-profit or public entities that have received federal YouthBuild grants, to be used toward meeting the federal 25 percent matching funds requirement.

Allows department grants to be matched through cash or in-kind contributions from the eligible non-profit or public entity receiving the grant.

Appropriates unspecified funds for fiscal year 2020-2021 for both administrative costs and grants to eligible entities under the program.

Takes effect January 1, 2050.
