HB 288 Summary

• Requires lot owners in housing subdivisions to pay assessments for maintenance of subdivision roads and other infrastructure, either to a homeowner-approved entity, court-appointed entity, or directly to the county.

• Applies only to counties with population between 175,000 and 250,000 people.

• Counties must provide training to volunteer association boards, auditing services for assessments and fund usage, and arbitration/mediation services for disputes between lot owners and assessing entities.

• Counties may assess reasonable fees for services provided and must help entities draft recorded instruments for maintenance responsibilities.

• Becomes effective July 1, 2050.
