Amends Hawaii Revised Statutes Section 290-8 to require that a removed vehicle part must render the vehicle inoperable for it to qualify as a derelict vehicle.

Adds a new condition allowing vehicles valued at less than $1,000 to be classified as derelict vehicles subject to removal by county agencies or the Hawaii Public Housing Authority.

Maintains existing derelict vehicle criteria including unregistered vehicles, vehicles with removed identification numbers, vehicles not registered for 12 months, and vehicles with no county registration record.

Requires county agencies or the Hawaii Public Housing Authority to notify the county chief of police only if a vehicle is reported stolen or needed for police investigation before authorizing removal.

Takes effect January 28, 2081.
