H.B. 318 Summary

• Requires the superintendent of education to establish a staggered school start times task force to study the feasibility and implications of implementing staggered start times for Hawaii public schools in grades kindergarten through twelve.

• Task force must examine impacts on school bus service schedules, costs and cost-savings, student learning and achievement, instructional time, safety, and effects on students, teachers, faculty, and communities.

• Task force membership includes the superintendent (chair), school principals from elementary/middle/high schools, representatives from after-school programs, Hawaii State Teachers Association, Hawaii Government Employees Association, and other designated individuals.

• Task force must submit findings and recommendations including research from other jurisdictions, fiscal impact analysis, legal impediments, and implementation timeline to the legislature no later than twenty days before the 2020 regular session; task force terminates June 30, 2020.

• Appropriates unspecified general revenue funds for fiscal year 2019-2020 to support the task force operations; effective date is July 1, 2050.
