Amends the definition of "service dog" in Hawaii Revised Statutes Section 347-2.5 to require written certification from a doctor that an individual has a disability, including anxiety or other emotional disorders.

Adds "emotional support animal" as a new category distinct from service dogs, defined as any animal a licensed medical professional has determined provides therapeutic benefit for an individual with a disability and for which written certification has been provided.

Grants persons with disabilities the right to be accompanied by an emotional support animal in public places, common carriers, hotels, and other establishments without paying extra charges, subject to liability for any damage caused by the animal.

Removes the previous language distinguishing companion or comfort animals from service dogs, consolidating provisions for both service animals and emotional support animals under the same public accommodations law.

Takes effect upon approval; does not affect rights, duties, or proceedings that occurred before the law's effective date.
