Allows counties to enact zoning ordinances that amortize or phase out nonconforming single-family transient vacation rental units over a reasonable period of time in any zoning classification.

Clarifies that counties may revert nonconforming transient vacation rentals in residential zones to residential use only when the nonconforming use is discontinued, addressing the shortage of housing at all price points.

Exempts nonconforming transient vacation rental units from the existing prohibition on amortizing residential uses, allowing them to be treated similarly to nonconforming uses in commercial, industrial, resort, and apartment zones.

Applies to counties of Hawaii, Maui, and Kauai, and amends Section 46-4 of the Hawaii Revised Statutes to implement these zoning authority changes.

Takes effect upon approval.
