Amends Hawaii Revised Statutes Section 46-6.5(c) to give counties two options when land is dedicated for a right-of-way: accept the dedication and maintain it, or require the subdivider or planned community association to improve and maintain it.

Allows counties to require, by ordinance, that subdividers or developers establish and initially fund a stewardship fund controlled by the county for improvement and future maintenance of the right-of-way.

Removes the requirement that counties accept dedication of rights-of-way, allowing them instead to designate an alternative entity (such as a planned community association) to own and maintain public access areas.

Takes effect upon approval and does not affect rights, duties, or proceedings that matured or began before the effective date.
