Authorizes the mental health and substance abuse special fund to be used for capital improvements in addition to operating expenses of respective programs.

Establishes crisis stabilization beds in existing state facilities with underutilized bed space to serve high acuity and high cost patients with chronic substance abuse and mental health disorders.

Addresses gap between acute inpatient hospitalization and lower level residential treatment for patients requiring several days or weeks to de-escalate from crisis in a controlled environment.

Amends section 334-15, Hawaii Revised Statutes, to allow moneys in the special fund to be used for operating expenses or capital improvements of respective mental health and substance abuse programs.

Effective July 1, 2050.
