HB 355 Summary

• Requires all applicants for commercial marine licenses to appear in person before the Department of Land and Natural Resources.

• Expands commercial marine license requirements to include any person providing vessel charter services in Hawaii for taking marine life, whether in or outside the State.

• Prohibits the department from issuing or renewing a commercial marine license to alien crew members who have not been granted permission to land temporarily under federal law.

• Maintains existing requirements for license denial or suspension based on child support non-compliance and student loan default.

• Effective date: July 1, 2019.
