Amends Hawaii Revised Statutes Section 96-9 to add subsection (c) protecting attorney-client and attorney work-product privileges when agencies disclose communications to the ombudsman.

Disclosure of privileged communications by an agency to the ombudsman does not waive the privilege as to any other person.

Prohibits the ombudsman from disclosing any privileged communications received from agencies to any other person.

Takes effect upon approval and does not affect rights, duties, or proceedings that began before the effective date.
