Repeals section 6E-34.5 of the Hawaii Revised Statutes, which established the state capitol management committee and defined its composition and powers.

Dissolves the state capitol management committee that previously oversaw the state capitol building, grounds, and facilities.

Preserves all existing policies and procedures established by the state capitol management committee, which remain in effect until amended or repealed by the department of accounting and general services, governor, senate, or house of representatives.

Transfers management authority of the state capitol from the committee to other state entities, effective upon the governor's approval of the act.
