Establishes a new part in Chapter 84, Hawaii Revised Statutes, governing political participation by certain state employees and officers.

Applies to non-clerical employees of 17 specified state agencies and offices, including the Attorney General, Campaign Spending Commission, State Ethics Commission, Public Utilities Commission, and others.

Prohibits covered employees from soliciting or accepting political contributions, except from multicandidate political committees of labor organizations or state employee organizations of which they are members.

Prohibits covered employees from soliciting or discouraging support for partisan political candidates from persons with pending applications or who are subjects of ongoing audits or investigations before their employing agency.

Authorizes administrative fines up to $1,000 per violation and requires state departments and agencies to post requirements on premises and websites; effective January 1, 2050.
