• Amends Section 89-9 to include "benefits and" contributions to the Hawaii employer-union health benefits trust fund as negotiable subjects in collective bargaining, alongside wages, hours, and other terms of employment.

• Removes the exclusion of health benefits from the list of matters excluded from collective bargaining negotiations, while keeping classification, reclassification, recruitment, examination, initial pricing, and retirement benefits excluded.

• Modifies Section 89-11 to allow binding arbitration to resolve disputes over contribution amounts to the Hawaii employer-union health benefits trust fund, removing the previous process that required legislative determination of contributions.

• Eliminates the prohibition on strikes related to health benefits trust fund contribution amounts following arbitration panel decisions.

• Takes effect on January 1, 2050.
