Makes the state librarian's salary cap dynamic and tied to the superintendent of education's salary cap of $250,000 per year, promoting greater equity between the two positions that fall under the board of education's purview.

Grants the board of education continued authority to set the state librarian's salary, subject to the new 90 percent cap rather than a fixed dollar amount.

Takes effect on January 1, 2050.
