Amends Section 179D-6 of the Hawaii Revised Statutes to modify the board's authority regarding dam and reservoir repair, alteration, or removal approvals.

Requires the board of land and natural resources to prepare all studies needed to determine safe removal or retirement of dams or reservoirs upon request by homeowner associations or homeowners whose properties contain such structures.

Applies this requirement when a dam or reservoir was situated on the property at the time the homeowner association was established or at the time of conveyance to the homeowner.

Takes effect upon approval with no effect on rights, duties, penalties, or proceedings that began before the effective date.
