Exempts lands set aside by the governor to the Hawaii Housing Finance and Development Corporation for the primary purpose of developing affordable housing from classification as public lands subject to Department of Land and Natural Resources management.

Amends the definition of "public lands" in Section 171-2, Hawaii Revised Statutes, to clarify that lands designated for affordable housing purposes by HHFDC are excluded from standard public land status.

Amends Section 171-64.7 to apply the same exemption to lands under state department and agency control that are set aside by the governor to HHFDC for affordable housing development.

Establishes that lands set aside by the governor to HHFDC for affordable housing are subject to legislative approval prior to sale or gift of those lands.

Takes effect July 1, 2050.
