Establishes the Molokini special fund within the state treasury to receive legislative appropriations, Molokini user fee revenues, and civil and criminal penalties related to Molokini activities.

Authorizes the Department of Land and Natural Resources to require commercial operators conducting dive tours, charters, or other activities within the Molokini shoal to charge customers a user fee, with operators retaining $1 per fee for administrative costs.

Permits expenditures from the Molokini special fund for marine enforcement and monitoring positions, mooring inspection and maintenance within the Molokini shoal and leeward Maui, and construction of new moorings.

Appropriates $1,360,000 from general revenues for fiscal years 2019-2020 and 2020-2021 for deposit into the Molokini special fund, with allocations for three enforcement officers ($350,000), five monitoring positions ($310,000), mooring maintenance ($300,000), and new moorings ($400,000).

Effective July 1, 2019.
