Authorizes the Board of Agriculture to request the Governor declare an agricultural emergency when adverse effects from world conflict, terrorist threat, natural disaster, or disease outbreak may substantially interrupt commerce and crop production in Hawaii.

Requires the Department of Agriculture to develop and implement emergency response measures upon the Governor's declaration of an agricultural emergency, consistent with chapter 127A.

Establishes the Agricultural Emergency Trust Fund outside the state treasury, administered by the Board of Agriculture, to receive legislative appropriations, gifts, grants, and earned interest.

Allows trust fund moneys to be used exclusively for implementing emergency measures to respond to adverse agricultural industry effects from specified causes.

Requires the Board of Agriculture to submit a report to the legislature no later than 20 days before each regular session accounting for trust fund receipts and expenditures.
