Appropriates general revenue funds to the Department of Land and Natural Resources for fiscal year 2019-2020 to cover operational expenses and staffing costs of the Hawaii Association of Conservation Districts.

Establishes that the appropriated amount is for the 16 soil and water conservation districts representing all major islands of Hawaii, each governed by five volunteer directors.

Authorizes funding to support conservation districts' work including reviewing county grading permits, preparing farm plans, implementing watershed protection projects, and providing agricultural and environmental education.

Addresses funding shortages that have limited the districts' ability to provide services to farmers outside priority watershed areas and assist with Maui County grading permits and farm plans.

Takes effect on July 1, 2019.
