Excludes lands set aside by the Governor to the Hawaii Public Housing Authority and lands held by HPHA in its corporate capacity from the definition of "public lands" under HRS Section 171-2.

Adds HPHA lands as a new exception (item 8) to the public lands definition, renumbering subsequent exceptions accordingly.

Amends HRS Section 171-64.7(a) to include lands held by HPHA in its corporate capacity within the scope of lands subject to that section's provisions.

Effective date is July 1, 2050.
