Appropriates unspecified general revenue funds to the Department of Land and Natural Resources for fiscal years 2019-2020 and 2020-2021 to support native dryland forest restoration, management, and maintenance on Kahoolawe Island Reserve

Requires replanting of 100 acres of native dryland forest annually across five designated regions: Luamakika, Puu O Moaula Nui, Puu O Moaula Iki, Honokanaia, and Kealakahiki channel

Funds work crews to clear invasive weeds, amend soil, plant native species, and install irrigation systems, with management oversight personnel to supervise operations

Covers necessary equipment and supplies including solar-powered pumps, solar desalination systems, power tools, all-terrain vehicles, native plants, and geotextile materials

Provides support services for field crews and volunteers including vessel and helicopter transportation, housing, meals, and equipment maintenance

Takes effect July 1, 2050
