Establishes a pilot program requiring the Department of Education to retrofit school buildings in collaboration with the Hawaii Emergency Management Agency to withstand Category 3 hurricane conditions (sustained winds of 111-129 mph).

Mandates selection of one school in each of the four largest counties to participate in the pilot program and conduct structural assessments based on the State Civil Defense's "Report of Recommended Statewide Public Hurricane Shelter Criteria."

Directs the Hawaii Emergency Management Agency to identify potential federal funding sources to assist with retrofitting selected buildings.

Authorizes the Director of Finance to issue general obligation bonds for fiscal year 2019-2020 to fund the retrofitting project (specific amount left blank in bill text).

Appropriation shall not lapse until June 30, 2022, with any unencumbered funds lapsing on that date; Act takes effect July 1, 2050.
