• Authorizes the Board of Land and Natural Resources (BLNR) to transfer operations, administration, management, and maintenance duties of the Kihei launch ramp to the Kahoʻolawe Island Reserve Commission.

• Permits issued under section 200-10 remain under BLNR's statewide boating program, and all fees collected must be deposited in the boating special fund.

• Requires the Kahoʻolawe Island Reserve Commission to comply with Chapter 200 and all applicable laws if it assumes management of the Kihei launch ramp.

• Allows fund transfers between BLNR and the commission as necessary, with legislatively appropriated funds requiring reporting to the legislature.

• Takes effect on July 1, 2050.
