Establishes and maintains an alternative school in the Honolulu school district modeled after the high core program to serve juveniles involved in or at high-risk of involvement in the justice system.

Offers full-time programs, before- and after-school programs, and twilight school programs for secondary students referred by their home schools after school-level resources are exhausted.

Student eligibility includes: ten or more unauthorized absences, academic failure in two or more courses, three or more disciplinary referrals, being one or more grade levels behind, involvement with the juvenile justice system, or other at-risk factors determined by home schools.

Appropriates unspecified general revenues for fiscal year 2019-2020 to establish and operate the alternative school, including funding for utilities, curriculum, equipment, supplies, and staff hiring.

Takes effect July 1, 2050.
