Amends Hawaii Revised Statutes Section 458-14(b) to change the certification standard for ocularists from recognition by the American Society of Ocularists to certification by nationally recognized ocularistry certifying boards.

Specifies that acceptable certifying boards include the American Board of Ocularistry, the National Examining Board of Ocularists, or any other nationally recognized ocularistry certifying board.

Maintains existing requirements that certified ocularists design, fit, and fabricate only artificial eyes (not contact lenses of refractive value) and work under supervision of a licensed ophthalmologist or optometrist.

Requires ocularists to inform the board in writing of the name of their supervising ophthalmologist or optometrist.

Takes effect on July 1, 3000.
