HB 528 Summary

• Authorizes local redevelopment agencies to negotiate development agreements with developers for commercial, business, hotel, or resort uses on public lands within redevelopment areas, subject to county council approval, governor approval, and legislative authorization by concurrent resolution.

• Development agreements must include land description, permitted uses, construction timeline, on-site and off-site improvements, lease terms and rent requirements, and compliance with all applicable state and county laws.

• Exempts the construction costs of redevelopment projects (including design, engineering, labor, and materials) from general excise tax under chapter 237.

• Adds use tax exemption for material, parts, or tools used in constructing redevelopment project improvements by licensed persons.

• Takes effect on July 1, 2019.
