Establishes a full-time Chief Data Officer position within the Office of Enterprise Technology Services, appointed by and reporting to the Chief Information Officer.

Creates a Data Task Force composed of legislators, judiciary representative, department heads, university representative, and public stakeholders to assist the Chief Data Officer in developing statewide data policies, procedures, and standards.

Requires executive branch departments, including the Department of Education and University of Hawaii, to make existing appropriate data sets electronically available through the State's open data portal (data.hawaii.gov) using reasonable efforts, with exceptions for licensed data, proprietary information, and personally identifiable information.

Directs the Chief Data Officer to develop data set format standards for all agencies and determine which data sets are appropriate for online disclosure in consultation with the Data Task Force and Office of Information Practices.

Appropriates funds for fiscal years 2019-2020 and 2020-2021 for the Chief Data Officer's salary and benefits, effective July 1, 2050.
