Establishes a three-year pilot program in counties with populations of 500,000 or more authorizing nonprofit organizations to provide shelter to homeless persons, including temporary encampments on property they own or control.

Prohibits host counties from enacting ordinances imposing conditions beyond those necessary to protect public health and safety, requiring nonprofit liability insurance, or charging permit fees exceeding actual review and approval costs.

Defines eligible nonprofit organizations as those registered with the State, owning or controlling real property, organized for religious, charitable, educational, or other nonprofit purposes, and recognized as tax-exempt under Internal Revenue Code Section 501(c)(3).

Provides liability protection for county agencies and employees from injuries, damages, or unlawful conduct arising from decisions to permit homeless sheltering under the pilot program.

Takes effect July 1, 2019, and expires June 30, 2022.
