Amends section 323D-18.5, Hawaii Revised Statutes, to require providers of Medicare Advantage (Medicare Part C) health benefits plans to submit administrative data and healthcare services claims to the State Health Planning and Development Agency beginning January 1, 2019.

Maintains existing requirement for providers funded by the Hawaii employer-union health benefits trust fund and state Medicaid agency to submit administrative data beginning November 1, 2016.

Authorizes the State Health Planning and Development Agency and its designee (Pacific Health Informatics and Data Center at University of Hawaii) to collect Medicare Advantage claims data to fill gaps in the Hawaii Health Data Center's all-payer claims database.

Addresses projected growth of Hawaii's senior population (age 65+) from 17.1% to 23.8% of total population between 2016 and 2045, requiring comprehensive Medicare data for healthcare planning.

Takes effect on July 1, 2050.
