Requires the State Sustainability Coordinator of the Office of Planning to complete a holistic and comprehensive study and plan for green infrastructure opportunities in Hawaii.

Study and plan must identify green infrastructure opportunities at state, regional, and neighborhood levels; identify best practices for planning, development, financing, and community engagement; detail how the State can cost-effectively implement opportunities; and identify legal or regulatory changes needed.

State Sustainability Coordinator must submit a progress report to the legislature no later than twenty days before the 2021 regular session and a final report with findings and recommendations no later than twenty days before the 2022 regular session.

Appropriates funds from general revenues for fiscal years 2019-2020 and 2020-2021 to the Department of Business, Economic Development, and Tourism for completion of the green infrastructure study and plan.

Takes effect on July 1, 2150.
