Prohibits the Board of Land and Natural Resources from leasing public land if the disposition would adversely impact trails, historic sites, cultural sites, traditional practices, or natural resources.

Prohibits leasing public land to individuals or entities that violated laws related to land use, environmental protection, historic and cultural property, civil rights, occupational safety, or labor within the past twenty years.

Prohibits leasing public land to individuals or entities that breached agreements made with government agencies relating to land use entitlements.

Requires the Board of Land and Natural Resources to complete an analysis of intended lease dispositions within ninety days, including review of alternative uses and documentation of comparable private land lease rates submitted by prospective lessees.

Prohibits leasing public land if the disposition would impair public access to recreational areas.
