Reduces the Works of Art Special Fund transfer from one percent to one-half of one percent of state capital improvement appropriations for construction or renovation of state buildings.

Creates a new Student Art Programs Special Fund to receive the one-half of one percent reduction from the Works of Art Special Fund.

Directs funds from the Student Art Programs Special Fund to support art education in Department of Education schools, prioritizing schools with highest Title I eligibility.

Defines student art programs to include curriculum and activities such as architecture, carpentry, ceramics, drawing, film, painting, dance, theatre, photography, sculpture, band, and orchestra.

Takes effect July 1, 2019.
