Amends Hawaii Revised Statutes Section 302A-121 to require the Board of Education to invite the exclusive representative for Bargaining Unit (5) to appoint a nonvoting public school teacher representative to the board

Maintains the existing nine voting members of the Board of Education with no change to the constitutional appointment process or composition of voting members

Adds a nonvoting teacher representative position to provide firsthand experience and expertise on educational climate, resources needed by teachers, and effects of educational practices and policies on teachers and students

Effective date of July 1, 2050
