• Abolishes the Department of Human Resources Development and transfers all its functions, powers, duties, and employees to the Department of Budget and Finance, effective January 1, 2020.

• Removes the Department of Human Resources Development from the principal departments listed in the state government structure and renumbers remaining departments accordingly.

• Changes salary benchmarks for various state officials from being based on the Director of Human Resources Development's salary to the Director of Taxation's salary (87% benchmark for positions like Chief Election Officer and State Procurement Office Administrator).

• Transfers the Merit Appeals Board, human resources development special fund, and workforce demographic reporting responsibilities from DHRD to the Department of Budget and Finance.

• Ensures transferred employees retain civil service status, seniority, vacation/sick leave credits, and other benefits, with exempt employees allowed to retain exempt status without civil service appointment.
