Requires noncandidate committees and other persons making independent expenditures to identify each candidate they support or oppose in reports required by sections 11-335 or 11-341, or indicate if the expenditure is for issue advertising only.

Mandates the Campaign Spending Commission publish independent expenditure information on its website for each candidate, including the amount of each independent expenditure and the committee or person making it.

Establishes penalties for noncandidate committees or other persons making false statements in required independent expenditure disclosures under subpart I of Chapter 11, Hawaii Revised Statutes.

Takes effect on January 28, 2081.
