Appropriates $1,000,000 from general revenues for fiscal year 2019-2020 to fund a feasibility and cost study for constructing a new boat ramp and pier in Puna district on the island of Hawaii.

Directs the Department of Land and Natural Resources to conduct the feasibility and cost study and submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2020 regular session convenes.

Addresses the loss of the only existing boat ramp and pier in Puna due to recent lava flows that rendered them inaccessible and unusable.

Takes effect on July 1, 2019.
