Mandates that additional fees be justified through itemization and reasonably related to actual costs incurred, not exceeding actual costs by more than a specified percentage (percentage amount left blank in bill text).

Classifies violations of these requirements as unfair and deceptive practices under Hawaii law.

Becomes effective upon approval and does not affect rights, duties, or proceedings that existed before the effective date.
