Requires the Department of Human Services to obtain legislative approval by concurrent resolution with a two-thirds vote from each house before executing any contract that would reduce the number of Medicaid plans available in any part of the State.

Directs the State Auditor to conduct an audit of the Department of Human Services' request for information and request for proposals processes regarding RFP-MQD-2019-002 and submit findings and recommendations no later than twenty days before the 2021 regular legislative session.

Establishes a legislative task force composed of four committee chairpersons to review the Department of Human Services' request for information and request for proposals processes and submit findings and recommendations no later than twenty days before the 2021 regular legislative session.

Addresses concerns about unequal Medicaid plan options between Oahu (four plans) and neighbor islands (two plans), characterizing this disparity as inequitable discrimination against neighbor island residents.

Becomes effective July 1, 2050.
