Adds definition of "certified athlete agent" as an athlete agent registered under Hawaii law who is certified by a national association that regulates intercollegiate athletics.

Authorizes certified athlete agents to pay for expenses of student athletes and their family members incurred before signing an agency contract, subject to conditions.

Requires that expenses be for the benefit of athletes authorized to receive them by the certifying national association, be of an authorized type, and serve an authorized purpose.

Changes prohibited conduct language from "may" to "shall not" to strengthen restrictions on athlete agents providing false information, furnishing things of value to student athletes before contract signing, and contacting student athletes without registration.

Effective upon approval.
