Establishes a pilot program within the Department of Public Safety on the island of Oahu to reduce recidivism through intervention, prevention, cultural support, and education initiatives.

Program shall operate at correctional facilities and centers on Oahu, and may also serve individuals transitioning through furlough programs and clean and sober houses.

Participants engage in weekly meetings for 10-12 weeks (facility-based) or monthly meetings (community-based) to reflect on current events and develop critical thinking, civic engagement, and personal responsibility.

Department of Public Safety must submit findings, recommendations, and statewide implementation plan to the legislature by 20 days prior to the 2021 regular session.

Appropriates unspecified general revenues for fiscal years 2019-2020 and 2020-2021 to fund the pilot program and necessary staff, with the program ending June 30, 2021.
