Allows surviving, unmarried, same-sex partners of deceased veterans to be interred at state veterans cemeteries if they provide written evidence the couple would have married but for state laws prohibiting same-sex marriage prior to 2013.

Requires the surviving partner to submit a formal waiver request to the Secretary of Veterans Affairs with supporting evidence such as joint bank accounts, affidavits, rental agreements, or other documentation of a committed relationship.

Grants the Secretary of Veterans Affairs authority to review waiver requests and approve interment at state veterans cemeteries.

Takes effect January 1, 2050, but surviving unmarried same-sex partners may apply for interment at any time after the effective date if they provide written evidence of the couple's intent to marry.
