Establishes the position of Governor's Coordinator on Homelessness in Chapter 346, Hawaii Revised Statutes, with the position reporting directly to the Governor and administratively attached to the Department of Human Services.

Assigns the coordinator responsibility for organizing and overseeing statewide efforts to address homelessness, including serving as principal officer for homelessness-related programs and policies.

Requires the coordinator to manage implementation of plans from the Hawaii Interagency Council on Homelessness, coordinate with county homeless coordinators, communicate with housing assistance agencies, and develop plans to increase affordable housing.

Authorizes the coordinator to hire exempt staff and adopt necessary administrative rules under Chapter 91.

Appropriates general revenue funds for fiscal years 2019-2020 and 2020-2021 to establish the full-time coordinator position and hire necessary staff, effective July 1, 2019.
