Amends Section 387-9, Hawaii Revised Statutes, to modify the director's authority regarding minimum wage exemptions.

Removes the exemption that previously allowed individuals with impaired earning capacity due to old age or physical or mental deficiency or injury to be paid below minimum wage under special certificates.

Retains exemptions for learners, apprentices, part-time students attending public or private schools (excluding colleges, universities, business schools, or technical schools), and wards paroled from the Hawaii youth correctional facility to work at lower wages under director-issued special certificates.

Changes procedural language to clarify that the director "by rule, may provide" for employment exemptions with limitations on time, number, proportion, and length of service.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that occurred before the effective date.
