Authorizes pharmacists acting in good faith and exercising reasonable care to prescribe and dispense opioid antagonists to individuals at risk for opioid overdose or their family members and caregivers.

Allows opioid antagonists prescribed for family members or caregivers to be issued in the name of the at-risk individual, the person requesting the antagonist, or as "Opioid Antagonist Recipient" (OAR).

Requires pharmacists to complete ACPE-approved training or equivalent programs before prescribing opioid antagonists.

Mandates pharmacists provide recipients with written educational materials on overdose risk factors, overdose signs, response steps, and proper opioid antagonist use.

Takes effect upon approval and expires June 30, 2024.
