Removes the requirement that peer review oversight committee members' firms must have received a "pass" rating from their last peer review.

Changes the qualification standard to allow members whose firms received any rating other than a "fail" rating from their last peer review.

Applies to accountants holding permits to practice under Hawaii Revised Statutes section 466-7 with significant attest engagement experience at the partner or equivalent level.

Maintains existing restrictions prohibiting current board members and members of certain professional ethics committees from serving on the peer review oversight committee.

Takes effect on July 1, 3000.
