• Requires ignition interlock device removal be conditioned on compliance with specified conditions in Section 291E-61(m), preventing individuals from bypassing the interlock requirement by driving non-equipped vehicles

• Adds compliance-based conditions for interlock device removal including: no breath alcohol concentration of 0.04 or higher on startup attempts, no missed random tests, no failed retests at 0.025 or higher, and timely maintenance/inspection attendance over a 180-day period

• Establishes tolling mechanism that extends the license restriction period for any continuous 180-day period without an installed interlock device, unless person receives department determination of physical disability exemption

• Authorizes the director of transportation to adopt rules under Chapter 91 to implement and manage the ignition interlock compliance program
