Full-service restaurant franchisees that do not participate in a national advertising campaign offering discounts or promotions must display signage at their entrance or storefront disclosing their non-participation.

The signage must be sized to be clearly visible to the general public.

Defines "full-service restaurant" as a sit-down eatery where food is served directly to the customer's table and payment is made after being served.

Adds new section to Chapter 481B, Hawaii Revised Statutes, as a consumer protection requirement.

Effective date: July 1, 2019.
